In reply to your telegram of the 24th July I have the honor to transmit to you a copy of a telegram from Mr. Robert Chadwick, C. E. stating the terms on which he would be disposed to undertake the duty of making a special report upon questions connected with the drainage and water supply of Hong Kong.
Mr. Chadwick has since called upon us, and is anxious to receive some further information as to the requirements of the Colonial Office.
